Graduate in Computer Science by the Veracruzana University, Master in Administration with Specialization in Finance, Doctor in Education.

Administrative experience at the federal level as General Director of Processes and Information Technologies of the Security, Energy and Environment Agency (ASEA); and as General Director of Processes and Technology of the National Commission of

Social Health Protection (Popular Insurance); as well as at the Universidad Veracruzana as General Director of Information Technology.

Experience as a Full-Time Academic Researcher, holder at the Research Institute for Higher Studies of Sciences Administrative of the Universidad Veracruzana; as Professor at the Faculty of Accounting and Administration in the Computer Systems Program Administrative and in the Faculty of Statistics and Informatics of the University Veracruz.

Experience in the definition and implementation of the Security Management System of Information (ISMS) under the ISO/IEC 27001:2013 standard, both at the University Veracruzana as in the Energy and Environment Security Agency; experience in the coordination and supervision of the design, development and implementation of infrastructure technological and communication, as well as the information systems required by the Veracruzana University.

Recognition by the National Association of Universities and Institutions of Higher Education through its Information Technology Committee and Meta Network Mexico, for the “Institutional Trajectory in the Management of Information Technologies Information and communication”.
